Objective
For exporters of steel, aluminium, cement, fertilisers, hydrogen or downstream goods containing them: provide EU importers with embedded-emissions data that passes verification, and understand the cost structure of the definitive period from 2026.
Outline
- Scope: CN codes, the 50-tonne threshold and downstream products.
- The definitive period: authorised declarants, certificate purchase and surrender, certificates on sale from February 2027 and the first annual declaration in September 2027.
- Data methods: installation-level actual values versus default values, and what Taiwan’s default values mean for cost.
- Templates and verification: the fields importers ask for and the evidence verifiers look at.
- Cost simulation: how actual versus default values show up in your quotations.
Outcome
The team can produce an emissions data package for an EU importer and assess the benefit of moving to actual values.
